Costs and Savings Drive the Decision
The U.S. Mint reports that producing a single penny now costs nearly four cents, making it the most expensive coin in circulation. Stopping production is projected to save the government $56 million annually, a figure that has drawn bipartisan support from lawmakers concerned about fiscal responsibility and waste.
In 2024 alone, the Mint produced 3.2 billion pennies, yet the coin is increasingly unused as digital transactions become the standard for everyday commerce. Rep. Garcia emphasized that it is 'common sense' to stop making a coin that costs nearly four times its face value to produce.
Retailers and Nickel Production Also Affected
The bill provides new procedures for stores as pennies are phased out, allowing retailers to round transactions up or down to the nearest five cents. This measure aims to eliminate legal uncertainty for businesses that have faced cascading impacts from the lack of exact change in circulation.
Additionally, the legislation permits the government to use an inner layer of zinc when producing the nickel, which is currently made from both nickel and copper. As the penny disappears from circulation, the nickel could see increased use, offering a practical transition for the public and retailers alike.
