OpenAI's Dev Day on Tuesday unveiled a coordinated strategy to reshape how software is found, used and billed, positioning ChatGPT as a discovery and distribution layer that could rival Apple and Google's app stores.
ChatGPT Becomes an App Discovery Surface
ChatGPT, which now reaches 1.2 billion weekly users, will begin surfacing app suggestions directly inside conversations when it detects a tool that could help a user finish a task. This shift turns the chatbot into a discovery mechanism for AI-native software, supported by an expanded plugin architecture that now supports extensions. Developers can build interactive panels that let users work with their tools while chatting, effectively moving apps from standalone browsers or mobile shells into the ChatGPT interface itself.
The company also introduced 'Sign in with ChatGPT', an identity layer that lets users carry their existing AI allowance into third-party applications. At launch, 16 partners are on board, including Cognition's Devin, Notion, Vercel, T3, OpenClaw and Dactyl. This move gives users a financial incentive to adopt the new channel, while giving developers a distribution path that bypasses traditional app store gatekeepers.
Autonomous Agents and a New Enterprise Marketplace
OpenAI also launched its autonomous AI agents, called Dots, which navigate the web and execute tasks in their own cloud infrastructure. Each Dot has its own cloud computer and browser, and can connect to OpenAI's ecosystem of over 4,000 apps. The agents can be proactive, jumping in to offer help with a project or bug, or handling a task the user forgot, while performing 'proactive research' in the background using connected apps in a read-only mode.
A new enterprise app marketplace was announced alongside the agent launch, with 30-plus partners offering their services, including Adobe, Figma, Sierra, Decagon, HubSpot, Salesforce, ServiceNow, Harvey, Legora, Palo Alto Networks, CrowdStrike and Baseten. Eligible customers can apply part of their OpenAI commitment toward approved partner software, creating a new economic layer for enterprise tooling that operates outside the traditional app store model.
No Revenue-Sharing Plan Yet Announced
Despite the breadth of the announcements, OpenAI did not reveal any plans for a billing or revenue-sharing system comparable to the economic layer of traditional app stores. The company focused instead on building the discovery, distribution and interface pieces needed to counter the app store model, along with an identity layer and a mechanism for sharing a user's existing ChatGPT AI allowance.
The absence of a revenue-sharing framework means that while users may be able to access partner tools through ChatGPT, they may still need separate third-party subscriptions or other charges. OpenAI has not indicated that these features would eliminate the need for standalone payments, leaving the full economic impact of the new ecosystem to be determined in future updates.
