Morgan Wright, a former counterterrorism advisor at the US State Department, said Iran sits at the top of the list of nations with both the capability and intent to carry out such strikes.
BBC Verify found that many cyberattacks attributed to Iran on the US and Israel this year were carried out by a group called Handala, which the US Department of Justice linked to Iran's Ministry of Intelligence and Security (MOIS). The FBI has previously accused Handala of stealing personal information and emails, with the most recent attack targeting California's water systems in mid-June.
The Real Danger: Eroding Public Trust in Water Safety
Experts warned that the greatest risk from these cyberattacks is not the direct impact on water systems but the erosion of public confidence in water safety. Jake Braun, former Deputy National Security Advisor, said the Trump administration is engaged in a specific fight over information, making it difficult to accept Iran's involvement even if proven.
The US has 152,000 drinking water systems for the public and more than 16,000 facilities classified as having contaminated water, making it a prime target for future attacks. CISA and the US Environmental Protection Agency (EPA) jointly stated that cyberattacks on water systems are a 'major concern' for companies and agencies managing water services.
