At the Global Dialogue on AI Governance in Geneva, Somalia's Minister of Communications and Technology, Mohamed Adan Moalim, warned that the country has built its institutions but not the electricity grid needed to run them. With half of Somalis without power and tariffs among the highest globally, the nation's digital strategy risks becoming a document rather than a driver of development.
A Strong Institutional Record
Somalia has assembled a notable digital infrastructure portfolio, including a National Digital Strategy extending to 2029 and a dedicated AI governance office. The National Communications Authority holds three ISO certifications and launched a cybersecurity response centre in March 2025, while the Somali National University opened the country's first National Artificial Intelligence Centre on 16 July 2025.
The country has also hosted two national AI summits, the second in Mogadishu in June 2025, and convened a technical working group on submarine cable resilience with the International Finance Corporation. Somalia's legislative framework includes a Data Protection Act, an E-Transactions Law, and a Cybersecurity Bill, demonstrating a rapid institutional build-up that is impressive for a state that was not functioning fifteen years ago.
The Energy Deficit
Roughly half of Somalis have access to electricity, and tariffs are among the highest in the world. While strategy documents and training programmes can operate on intermittent supply, model training and large-scale inference are not tolerant of interruption. A data centre is, in the end, a building that converts megawatts into answers, and a country that cannot supply the first will not produce the second.
Five submarine cables land on the Somali coast, a genuine asset, but the regulator's own June workshop focused on outage management and resilience. The distinction is clear: landing points and reliable service are not the same thing. Browsing tolerates an outage, but training runs do not, and the order in which these things arrive determines whether the institutions govern something or merely describe something.
The Chinese Lesson Is the Megawatt
China is responsible for the overwhelming majority of the global solar supply chain, with estimates placing its share between eighty and ninety-five per cent. Current projections suggest that by 2028, something approaching sixty per cent of the world's renewable electricity will be generated within China, thanks to exceptional solar irradiation, cheap land, and ultra-high-voltage transmission.
Somalia has among the strongest measured solar resources on earth and a great deal of unused land, but it lacks generation at scale, transmission, and a tariff structure that assures a generator it will be paid. When Somali officials and Chinese counterparts discuss AI cooperation, the most valuable item on the agenda is not a model or a memorandum, but generation, transmission, and grid regulation.
