President Zelenskyy signed decree 717/2026 on 11 August, officially designating Yuriy Lyubomirovich Tokar as Ukraine's ambassador to the Federal Republic of Somalia. The move means that no new ambassador will be sent to Mogadishu; instead, Tokar will continue to serve from Nairobi while managing diplomatic relations with Somalia. This arrangement is common among nations that lack a permanent embassy in a given country and instead assign an ambassador based in a regional hub to handle bilateral affairs.
The appointment underscores Kyiv's strategic effort to expand its diplomatic footprint across Africa, particularly as Moscow has historically maintained strong ties with many African states. By leveraging Nairobi as a diplomatic base, Ukraine aims to consolidate its political and commercial relationships on the continent without the immediate cost of establishing a new embassy in Mogadishu.
Strengthening Bilateral Ties Through Shared Diplomatic Priorities
The appointment arrives as Somalia and Ukraine deepen their bilateral relationship, which has gained momentum in recent months. In November 2025, Somalia's ambassador to Ukraine, Mohamed Abdullahi Ahmed, submitted his credentials, and President Zelenskyy thanked Somalia for its stance on Ukraine's sovereignty and territorial integrity. In return, Ukraine has consistently supported Somalia's sovereignty, unity, and territorial integrity, reflecting a mutual commitment to international law and regional stability.
Beyond diplomacy, the two countries have also strengthened their cooperation in food security. Somalia was among the African nations that received food aid from Ukraine through the 'Grain from Ukraine' programme, launched by Kyiv following Russia's invasion in 2022. This initiative has become a key channel for Ukraine to reinforce its ties with African countries, delivering vital humanitarian assistance to Somalia and other nations across the continent.
Ukraine's Broader Diplomatic Expansion Across Africa
