Swiss voters overwhelmingly rejected a constitutional amendment to enshrine perpetual and armed neutrality, with around 70% voting against the measure across all 26 cantons in a Sunday referendum.
A Decisive Verdict Across All Cantons
The initiative, championed by the right-wing Swiss People's Party (SVP), would have restricted Switzerland's ability to impose sanctions on other countries, allowing such measures only if approved by the United Nations. It would also have limited military cooperation with NATO to situations involving an imminent military attack.
Supporters argued that Switzerland had moved too close to the European Union and NATO, particularly since Russia's full-scale invasion of Ukraine. The proposal was rejected in all 26 Swiss cantons, marking a clear mandate from the electorate.
Foreign Minister Defends Switzerland's Neutral Stance
Swiss Foreign Minister Ignazio Cassis said: 'This result is not a vote against neutrality.' He added: 'Switzerland was neutral yesterday, it will be neutral today and it will remain neutral.' The government currently advocates a policy of 'cooperative neutrality', under which the country remains militarily non-aligned while retaining the ability to impose sanctions when it considers them necessary to uphold international law.
Swiss Defence Minister Martin Pfister has called for closer cooperation with NATO, reflecting the ongoing debate over the interpretation of neutrality. Despite the rejection, support for neutrality itself remains widespread, with 82% of respondents in the latest survey continuing to back the country's neutral status.
Blocher's Costly Campaign Ends in Defeat
Christoph Blocher, the 85-year-old billionaire and influential figure within the SVP, championed the initiative. He spent 3.8 million Swiss francs on the campaign, reportedly the largest amount ever contributed by a single individual to a Swiss referendum. The initiative carried the slogan 'No to war' on its campaign posters.
Critics argued the proposal would have set neutrality in stone. Susanne Vincenz-Stauffacher, a member of the Swiss National Council, warned: 'At the end of the day you are not neutral but on the aggressor's side.' Marianne Binder, a Centre Party member, said: 'Blocher has completely lost his way here.'
