Human Rights Watch has released a 112-page report documenting a dramatic decline in the US federal government's capacity to enforce civil rights laws since January 2025, with major staff cuts and policy reversals across key agencies.
Massive Staff Reductions Across Civil Rights Agencies
The report finds that federal agencies tasked with combating discrimination have been largely gutted of their personnel. The Civil Rights Division at the Department of Justice had approximately 365 lawyers in January 2025, but by year's end, three-quarters had departed the agency. Human Rights Watch described this exodus as a coordinated effort to undermine career staff.
Other offices saw similar declines. The Office of Fair Housing shrank from 31 staffers to just 11 by mid-2025, while the Department of Education's Office for Civil Rights lost half its 568 workers and closed seven of its 12 regional offices within months of Trump's second term beginning.
Policy Shifts and Abandoned Investigations
Trump's administration has de-emphasised the federal government's role in protecting civil rights through top-down directives. The Department of Education's Office for Civil Rights dismissed about 90 percent of nearly 10,000 complaints between May and September 2025, and only 59 cases received policy changes or monitoring compared to 336 in the same period in 2024.
The Department of Justice suspended cases involving sexual harassment and transgender rights while opening new investigations against companies like Nike. In May 2025, it also halted investigations and reform agreements with police departments accused of racial discrimination, including in Louisville and Minneapolis.
Impact on Communities and Victims
Many victims and communities grappling with discrimination no longer have access to federal agencies to assist their cases. The Department of Housing and Urban Development no longer responds in a timely fashion to reported anti-LGBTQ discrimination, and Springfield, Massachusetts parents saw their case against white students who held a mock slave auction on Snapchat dropped by the Office of Civil Rights.
Trump has publicly called DEI 'racially discriminatory' and argued during his campaign that there is a 'definite anti-white feeling in this country.' The Justice Department stated it remains dedicated to protecting all Americans' rights and has added 100 personnel since the 2025 departures, but critics say the overall weakening of these bodies leaves communities vulnerable.
