Widespread Destruction and Institutional Failure
In Buenaventura, a city of 432,000 on Colombia's Pacific coast, the quake caused 540 homes to collapse and 3,416 to sustain damage, with 330 residents injured. The Luis Ablanque de la Plata District Hospital saw several wards shut down, forcing injured people to lie in beds under tents outside in the sweltering car park.
Bryan Reyes, 29, sustained three fractures in his leg after jumping from a first-floor window to escape the tremor. He described the hospital's lack of supplies as a symptom of chronic under-investment, noting that workers had staged a strike before the earthquake because they had not been paid.
Deep Poverty and Distrust of Authorities
Buenaventura already faces severe socioeconomic challenges, with 15.4 percent of its population living in multidimensional poverty according to 2024 government estimates. In 2025, 72 percent of residents struggled to find work, and approximately 70 percent reported eating fewer than three meals a day due to insufficient food.
Relations between residents and authorities have long been strained. Last year, 64 percent of locals said they distrusted the mayor's office, while 57 percent expressed distrust in the national government. The city's mayor visited Barrio Oriente on the day of the earthquake, but no further assistance has been offered.
Security Gaps and Community Resilience
While authorities in Cali have militarised the city with soldiers patrolling the streets, no such measures have been rolled out in Buenaventura. The GAULA, a special anti-extortion military unit, patrolled the area around a collapsed building but was pulled away due to a prison riot on Monday night, after which people began looting the site.
Volunteers in Barrio Oriente needed a police escort to deliver aid due to concerns about local gang violence. Despite these challenges, social worker Iveth Dalissa Caceres said the community is incredibly resilient, adding that they were born in this situation and have learned to keep moving forward no matter what.
