Diplomatic Outreach and Strategic Offers
Cirro stated that Somaliland can offer the US the Berbera port, natural resources, and other strategic facilities, emphasizing that no arrangement comes without reciprocal value. He described the US as the primary target of Somaliland's recognition campaign, aiming to secure formal diplomatic ties.
The president highlighted the Berbera port, an 850-kilometer coastline, fishing, and potential oil, gas, and mineral resources as key assets. He noted that international recognition would facilitate greater investment from American and foreign companies into the region.
Military and Security Dimensions
Cirro did not rule out the possibility of a future military base agreement with the US, Israel, or other countries, calling it a matter for negotiation. He stated that any deal would depend on what Somaliland receives in return, including security support and military strengthening.
Berbera is located near the Bab al-Mandab strait, connecting the Red Sea and the Indian Ocean, a location of growing strategic importance amid recent security threats in the Red Sea corridor.
Economic Growth and Regional Tensions
Cirro stated that when he was speaker of parliament in 2005, Somaliland's budget was $50 million, while it has now reached approximately $500 million annually, with projections of $3 billion to $4 billion if resources are developed.
Israel became the first UN member state to officially recognize Somaliland in December 2025, a move strongly rejected by the Federal Government of Somalia, which views Berbera and its resources as part of its territory.
