India's External Affairs Minister Subrahmanyam Jaishankar told the 81st session of the UN General Assembly that countries distant from the battlefield are paying a heavy price for conflicts they did not cause, as global instability deepens across multiple fronts.
Global Instability and the Weaponisation of Everything
Jaishankar said the inability to maintain peace is weakening security and threatening progress in a globalised world, warning that a world under constant threat is living on the brink of the abyss. He argued that after eight decades of the UN, the trend should be stability, yet instead, everything is being weaponised, from finance and market access to supply chains and technology.
A mindset of hyper-competition is taking hold, with institutions weakening and countries increasingly focusing on de-risking and diversification. The resulting crises involving food, fuel, fertilisers and financing have made conditions particularly challenging for the Global South, undermining development and slowing the pace of progress worldwide.
Ukraine, the Gulf and the Fight Against Terrorism
The war in Ukraine, now entering its fifth year, was described as deeply concerning, with Jaishankar echoing Prime Minister Narendra Modi that the focus must shift from an endless war to ending the war. He also expressed deep concern over continuing conflicts in the Gulf region and the targeting of commercial vessels and maritime crews in international waterways, calling such actions unacceptable.
On terrorism, Jaishankar described it as a persistent threat to peace, saying state-sponsored, cross-border terrorism represents a direct affront to the global order. He accused a serial practitioner of terrorism of misrepresenting facts and seeking to normalise terrorism, insisting there could be no weakening of zero tolerance towards such acts.
India's Development Role and a Multipolar World
Turning to India's progress, Jaishankar said the country's development has advanced the prospects of one-sixth of humanity, highlighting the role of digital public infrastructure in governance and delivery of socioeconomic benefits. He noted that India had supported 600 development projects in 78 countries, spanning clean energy, infrastructure, sustainable agriculture and information technology.
The world is moving towards multipolarity, and the international order established in 1945 is confronting new realities. Jaishankar cautioned that adjustment to this changing world will not be easy, arguing that civilised dialogue is essential and that a large part of humanity cannot be excluded. He closed by invoking the words inscribed on Mahatma Gandhi's statue at the UN: There is no path to peace. Peace is the path.
