The Trump administration has moved to rescind the 2001 Roadless Area Conservation Rule, a landmark regulation that has barred road construction and logging across nearly 45 million acres of national forest land since its enactment over two decades ago.
Administration Justifies Move Amid Escalating Wildfire Crisis
Secretary of Agriculture Brooke Rollins submitted the proposal, arguing that outdated restrictions have prevented forest managers from implementing treatments that improve forest health and reduce wildfire risk. The administration and Republican lawmakers contend that building roads in roadless areas would give firefighters better access to fight blazes if they break out.
The justification comes as the United States faces one of its worst wildfire seasons in a decade. Through August 17, approximately 7.3 million acres have burned in roughly 49,000 fires, with more than 95 percent of the affected areas concentrated in ten western states including California, Arizona, and Washington.
Environmental Groups Warn of Increased Fire Risk and Wildlife Harm
Critics argue that rescinding the conservation rule will open the door to developments that heighten wildfire risk. Research from The Wilderness Society indicates that fires are four times more likely to start near roads than in roadless forests, a concern amplified by the current fire season's devastation.
Taylor McKinnon of the Center for Biological Diversity warned that roadless forests are home to iconic species such as jaguars, Mexican spotted owls, and ocelots. She stated that plowing roads into these habitats would bring human-caused wildfires and disturbances that these animals do not need and cannot afford.
Public Comment Period Opens as Broader Regulatory Rollbacks Continue
The USDA clarified that the proposal does not mandate timber cutting or road construction, though thousands of miles of existing roads already exist within the lands. About half of the affected areas are within one mile of a road, according to the National Forest Service.
This move follows last month's finalisation of two rollbacks affecting the Endangered Species Act. The public will have until September 21 to submit comments on the proposed Roadless Rule, as the administration continues its broader effort to reshape federal environmental protections.
