Federal reversal leaves Rio Tinto plant ineligible for $2 billion support as power talks continue
Federal Bass MP Jess Teesdale says Bell Bay Aluminium will not be eligible for the government's Green Aluminium Production Credit scheme. The $2 billion scheme starts in 2028-29, and the federal government has backflipped on a prior commitment to include the Rio Tinto-owned smelter.
Previous assurances contradicted
Industry Minister Tim Ayres told ABC Northern Tasmania last January that Bell Bay Aluminium would be eligible for the scheme. Prime Minister Anthony Albanese referenced Bell Bay when announcing the scheme in Tomago, New South Wales, on January 20 last year, stating support would target Australian smelters including Bell Bay.
Tasmanian Industry Minister Felix Ellis said excluding Bell Bay was 'outrageous' and that the smelter 'were promised in black and white that northern Tasmania and Bell Bay specifically would be able to take part in the green aluminium production credit scheme.' He asked what had changed.
Power deal and closure risk
Rio Tinto owns Bell Bay Aluminium and wants a power deal locked in by August. Ms Teesdale said she understood the deadline meant a 'very high risk the smelter would close.' The smelter employs around 600 people and last year signed a one-year deal ending in December.
The smelter is a major customer on Tasmania's largely renewable grid. Hydro Tasmania said negotiations with Rio Tinto are ongoing in good faith. A Hydro spokesperson said Ms Teesdale was offered briefings over 12 months but did not respond to her claim of being ignored.
Regional industrial pressure
The Liberty Bell Bay manganese smelter entered voluntary administration in March this year, with no buyer found. Administrators EY reported the cost of a power agreement was central to the failed sale, adding uncertainty to the region's industrial base.
Mr Ellis said a 'significantly concessional' offer had been made to Bell Bay Aluminium. He again urged the federal government to extend the production credit scheme to the smelter as negotiations and deadlines converge.
