Guided by the Convention on the Rights of Persons with Disabilities and the International Covenant on Economic, Social and Cultural Rights, the research was conducted by Orzala Nemat and Shukria Azadmansih. It asks a single overarching question: How has the situation for persons with disabilities evolved since the Taliban's return to power?
The study draws on interviews conducted across all 34 provinces, documenting current living conditions and social inclusion. It identifies the physical, social, educational and economic barriers that limit access to basic services and equal opportunities for disabled Afghans.
Causation and Coping
Guided by the ICESCR, the study examines how war, poverty and health-system failure can themselves cause or intensify impairment. It documents the strategies persons with disabilities use to cope with these intersecting crises and the unseen strengths they demonstrate in shaping their own futures.
The research highlights that disability in Afghanistan is not merely a pre-existing condition but is frequently produced or worsened by conflict, economic collapse and the breakdown of public health infrastructure. Persons with disabilities are actively navigating these challenges with resilience.
Recommendations and Outlook
The study concludes with practical, evidence-based recommendations, developed with persons with disabilities, for policymakers, UN agencies, NGOs and service providers. These proposals aim to address the systemic gaps identified across the country's 34 provinces.
By centering the voices of disabled Afghans, the report seeks to inform a more inclusive policy framework that recognizes both the barriers they face and the agency they exercise in demanding their rights under international law.
