A new study shows a lack of thermal standards in NSW social housing is exposing tenants to extreme heat risks. In Greater Sydney, indoor temperatures reached 29C for 70 days in one summer. Researchers say standards must be lifted across the state.
Tenants endure extreme heat at home
Mark Hartley lives in a social housing home in South Windsor described as a 'fibro dog box' with no insulation, air-conditioning or cross-breeze. His front room reached 42C and stayed above 35C for 11 hours in one recent summer. He drives to the Hawkesbury River banks to cool off when the home gets too hot.
Hartley's home contains asbestos, so he cannot get a hole drilled without a hazmat suit. Using an air-conditioner pushed his electricity bill to $500 a quarter. Lynne Dunn, an age pensioner in Richmond, lives in an uninsulated one-bedroom fibro home and keeps curtains drawn with a fan on.
Study warns of worsening conditions
Researchers from Western Sydney University found social housing indoor temperatures hit 29C for 70 days, with above 35C for up to 32 days in one summer. Professor Sebastian Pfautsch said homes were built without thermal safety and no NSW standards exist.
Pfautsch said Western Sydney tenants will face up to 148 days above 29C by 2060. The study was published in Urban Climate. The Bureau of Meteorology declared an El Nino event bringing dry, warm east coast weather.
Government and providers respond
Homes NSW upgraded over 11,000 properties since 2024 under SHEPI. Minister Rose Jackson said not all homes can be retrofitted, so renewal projects like Waterloo Estate replace aging stock. No standalone thermal standard exists, but new builds follow codes updated late 2023.
Link Wentworth said older properties need major investment and completed $1.3 million upgrades in 2025. The provider noted low rental income limits upgrades without government funding. Continued investment is urged to help residents cope with extreme weather.
