Mozambique grappled with compounding humanitarian emergencies in July 2026, as conflict-driven displacement in the north, flood recovery efforts, and El Niño-linked drought risks converged to strain an already fragile response system.
Conflict Displacement and Funding Gaps
Approximately 1,979 people were displaced in July 2026, pushing the year-to-date conflict-related displacement total to 28,163, with women and children representing 65 per cent of those affected. Movements remained largely localized, occurring within or between neighboring districts, while protection partners reported family separation, gender-based violence, and high psychosocial distress among affected populations.
The humanitarian response reached 580,000 people against a target of 1.1 million, while more than US$117 million was mobilized against the US$348 million required under the 2026 Humanitarian Needs and Response Plan (HNRP). With needs rising and living conditions deteriorating, urgent additional resources are needed to sustain the response and enable timely anticipatory action.
Flood Recovery and Public Health Concerns
The six-month Floods Humanitarian Response Plan Addendum concluded in July, with partners reaching more than 516,000 people against a target of approximately 600,000, following floods that affected more than 724,000 individuals across 6 provinces and 38 districts involving 55 implementing organizations. While many flood-affected households have returned to their communities, some families remain displaced or continue to rely on host communities.
Public health concerns persist in Gaza Province, where malaria cases were 176 per cent higher than during the same period in 2025, while several flood-affected districts continue to report elevated levels of diarrheal diseases. Assistance was delivered across 6 provinces and 38 districts, with 55 implementing organizations involved.
Drought Risks and El Niño Outlook
El Niño is expected to worsen food security during the 2026/27 rainy season, with forecasts pointing to below-average rainfall and increased drought risk, particularly in southern and central Mozambique while northern areas may experience near- to above-average rainfall, with localized flood risks. The National Institute of Meteorology (INAM) identified 12 districts in southern and central Mozambique at high risk of severe drought requiring preparedness and early action.
A further 16 districts across Cabo Delgado, Gaza, Inhambane, Sofala, Tete, Manica, and Maputo Province were flagged for possible drought risk and are being monitored pending further analysis in August. As of July, the 2026 Humanitarian Needs and Response Plan (HNRP) was 30 per cent funded against total requirements of US$534 million for the conflict and flood responses.
