Maxkamad ku meymaysay howlaha xilka-saaridda ee Madaxweynaha Koonfur Afrika
Madaxweynaha Koonfur Afrika Cyril Ramaphosa ayaa ku guuleystay dacwad maxkamadeed taasoo si ku meymaysay nidaamka xilka-saaridda ee baarlamaanka oo ku dhisan eedeymo khalad xagga 'Farmgate' ah. Go'aanku wuxuu joojiyay dhageysiga furan ee guddiga xilka-saaridda.
Go'aanka Maxkamadda iyo Xannibaadda Nidaamka
Maxkamadda Sare ee Western Cape waxay siisay Ramaphosa 'amar ku-meymays' oo ku meymaynaya guddiga xilka-saaridda inuu sii wado dhageysiga dadweynaha inta uu madaxweynuhu ku doodayo sharci-darrada warbixin 2022 ah oo sheegtay inuu 'ayay ku xad-gudbi karaan' xeer-qaadis iyo dhaqan-xumo.
Garsooraha Andre le Grange ayaa ku dhawaaqay go'aanka: 'Pending the determination by this court of the applicant's review … respondents are interdicted from proceeding with a public impeachment hearing.' Xannibaaddani waa mid ku meel-gaar ah.
Asalka 'Farmgate' iyo Mowqifka Madaxweynaha
'Farmgate' waa fadeexad ku saabsan nus-malyuun doolar oo lagu qariyay fadhiyada beerta Ramaphosa. Fadeexadu waxay ku dhawaatay inay madaxweynaha ka qaaddo hoggaanka ANC dhammaadkii 2022, waxaana eedeymo musuqmaasuq xisbiga geystay guuldarro aqlabiyad 2024.
Ramaphosa wuxuu had iyo goor diiday dembi, wuxuuna diiday inuu iscasilo tan iyo markii lacagtii la sheegay inaan la shaacin la timid 2020. Wuxuu sheegay in $580,000 ee ku qarsoon Phala Phala ee Limpopo ay ka yimaadeen iib buffalo.
Falcelinta iyo Saamaynta Siyaasadeed
Afayeenka madaxweynaha Vincent Magwenya ayaa sheegay inuu ixtiraamayo go'aanka, isagoo yiri '[He] reaffirms his respect of judicial independence and separation of powers enshrined in our Constitution.' Waxay taageeraysaa madax-bannaanida garsoorka.
Falanqeeyayaasha siyaasadda ayaa filaya Ramaphosa inuu xiliga sii hayn doono xitaa haddii xilka-saaridu bilaamato. ANC waxay haystaa 40 boqolkiiba kuraasta, laakiin lama garanayo sida ay shuraakada isbahaysiga u codeynayaan.
Western Cape High Court blocks public hearings pending review of 2022 misconduct report
South African President Cyril Ramaphosa has won a court challenge that temporarily halts a parliamentary impeachment process tied to the Farmgate scandal. The Western Cape High Court issued an interim interdict preventing committee public hearings while he contests a 2022 report's legality.
Court ruling and presidential response
The Western Cape High Court granted Ramaphosa an interim interdict that temporarily prevents the impeachment committee from proceeding with public hearings while the president challenges the legality of a 2022 report that found he 'may have committed' serious violations and misconduct.
Judge Andre le Grange announced: 'Pending the determination by this court of the applicant's review … respondents are interdicted from proceeding with a public impeachment hearing.' Spokesperson Vincent Magwenya said the president respects the ruling and reaffirms his respect of judicial independence and separation of powers enshrined in the Constitution.
Origins and context of Farmgate
Farmgate is a scandal involving half a million dollars stashed in a sofa at Ramaphosa's ranch. The president said the $580,000 hidden at his luxury Phala Phala farmhouse in northern Limpopo province was proceeds from the sale of buffaloes. He has denied wrongdoing since the stash was reported stolen in 2020.
The scandal nearly cost Ramaphosa the leadership of his African National Congress in late 2022. Allegations of corruption within the party contributed to the ANC losing its majority in an election in May 2024, the most closely contested vote in South Africa's democracy.
Political outlook and coalition math
Political analysts expect Ramaphosa to remain in power, even if the impeachment process does get off the ground and ultimately leads to a vote on whether he should be removed from office. The ANC holds about 40 percent of seats in the National Assembly.
It is not clear how all the ANC's coalition partners would vote in the impeachment process. The president still enjoys backing from his ANC party, the country's biggest, which leads a coalition government formed after the 2024 election.
