Ethiopia stands as Africa's third-largest refugee-hosting nation, sheltering more than one million displaced persons from South Sudan, Somalia, and Eritrea. The country's humanitarian burden has grown sharply since the armed conflict in Sudan erupted in April 2023, prompting thousands of new arrivals at multiple border entry points.
A Longstanding Humanitarian Burden
Ethiopia has long been a critical sanctuary for displaced people across the continent, with its refugee population comprising over 1 million individuals seeking safety and stability. The majority of these refugees originate from South Sudan, Somalia, and Eritrea, reflecting decades of regional instability and conflict that have driven mass displacement.
This enduring humanitarian challenge underscores Ethiopia's central role in the African refugee architecture, as the nation continues to provide shelter, protection, and essential services to a diverse and growing population of asylum-seekers and refugees from neighboring crisis zones.
Sudan Conflict Triggers Fresh Displacement
The outbreak of armed conflict in Sudan in April 2023 has significantly escalated Ethiopia's refugee crisis, with thousands of forcibly displaced people now arriving at several points of entry along the country's borders. This surge represents a new chapter in Ethiopia's humanitarian response, testing the nation's capacity to absorb and support an expanding population of displaced persons.
The influx from Sudan adds to the existing refugee communities, creating complex challenges for service delivery, resource allocation, and long-term integration planning as the government and humanitarian partners work to meet the growing needs of these vulnerable populations.
Digital Identity Initiative Aims to Foster Inclusion
On 6 March 2024, the Ethiopian government's Refugees and Returnees Service (RRS) partnered with the National ID Program (NIDP) and UNHCR to launch a digital identity document system designed to integrate refugees into the national framework. This innovative initiative seeks to enhance the inclusion and protection of displaced persons by providing them with formal identification within the country's administrative systems.
The digital identity programme represents a significant step forward in Ethiopia's approach to refugee management, aiming to improve access to essential services, facilitate legal recognition, and strengthen the overall protection environment for the nation's growing refugee community.
