Uganda's President Yoweri Museveni has stated he will not invest in Kenya's Sh2 trillion Lamu refinery, citing Uganda's own plans for a domestic facility, while expressing support for the broader East African Community initiative.
Museveni's Stance on the Lamu Refinery
Speaking at the groundbreaking ceremony for the Sh2 trillion Lamu refinery project, Uganda's President Yoweri Museveni said he supports the initiative but will not invest in it. Museveni explained that Uganda is already at an advanced stage in setting up its own small refinery and the plan cannot be changed. He noted that the project is a major milestone for the East African Community, ending years of betrayal African countries have endured.
Museveni said he had held talks with President William Ruto about the Lamu plan and discussed with President Samia Suluhu and President Ruto to build a refinery in Tanga. He expressed a desire to check with Samia to understand what happened to the Tanga deal and establish whether they can harmonise their efforts. Museveni emphasised that political and EAC integration will create a conducive environment for the plant to flourish.
The Tanga Refinery Dispute and Kenya's Pivot
The Lamu refinery deal is seen as among the key projects that have split East African Community member states. The Nigerian billionaire Aliko Dangote had expressed interest in building a refinery similar to the 650,000 barrel per day facility he built in Nigeria and was initially set for construction on the Tanzanian coastline in Tanga. President William Ruto announced plans for the Tanga refinery at a business conference in Nairobi earlier this year, with Museveni appearing to agree.
Tanzania's President Samia Suluhu claimed she was unaware of the Tanga refinery plan and asked Ruto to explain at a public forum how EAC countries decided to set up a joint refinery at Tanga. Following the fallout, Ruto appears to have separately courted Dangote, with Kenya appearing to have sold the advantages of Lamu as an ideal hub for the refinery. Observers say the project would make more sense if EAC countries undertook it jointly.
Economic Implications and Employment Concerns
The Sh2 trillion project is expected to be a major boost for the economy of Lamu both during construction and afterwards. Museveni said he wants his child from Uganda to get a job in Lamu and that EAC companies buying shares in the refinery is not addressing the issue of jobs. He called for African citizens to work in any African country and expressed happiness that Africa is now waking up to be front runners in exporting finished products.
Museveni said the biggest challenge to Africa has been leaders who refused to study and know what it needs to develop the continent. He stated that they cannot continue to export unprocessed raw materials and must utilise their resources maximally to become producers. The Lamu deal is expected to bring significant economic benefits to the region, though it remains a point of contention among EAC member states.
