The AMDH said its tally is based on official data, media reports and information gathered by human rights groups, and that the number of missing people remains unknown. The organisation noted that the figure is significantly higher than previous estimates released by Moroccan and Spanish authorities.
The mass attempt by tens of thousands of Moroccans to reach the Spanish enclave reflects growing despair driven by economic hardship, declining purchasing power and deteriorating public services, according to the rights group.
Blame Pointed at Both Nations
Speaking at a press conference, AMDH blamed both Morocco and Spain for the tragedy, arguing that migration has been treated primarily as a security issue rather than a humanitarian one. The group also criticised the European Union's policy of outsourcing border control, saying it has failed to address the root causes of migration.
The rights group renewed its demand for an independent and transparent investigation into the deaths and urged the European Union to expand safe, legal and dignified migration routes.
Children Left Behind in Ceuta
More than 1,000 children remain in Ceuta following the migration surge, and AMDH called for stronger protection of unaccompanied minors still in the enclave. The organisation emphasised the urgent need to safeguard vulnerable young migrants who have been stranded in the Spanish territory.
The AMDH's statement marks the latest escalation in a long-running crisis at Ceuta, where repeated attempts by migrants to breach the border have resulted in a mounting death toll that continues to draw international concern.
