The Norwegian Refugee Council (NRC) reports that approximately 15,000 newly displaced individuals have reached its supported displacement sites in Yemen's southern governorates since the latest escalation, marking a 78 per cent surge from pre-conflict levels across Taiz, Lahj and Abyan.
Surge in Displacement Across Southern Governorates
NRC supports 25 displacement sites across Taiz, Lahj and Abyan, which previously hosted more than 19,265 people before the escalation. Since fighting intensified, 2,835 new families have arrived, with the majority in Taiz fleeing their own NRC-supported sites as combat drew closer.
Taiz remains the most affected governorate, with five of its ten supported sites emptying as fighting approached. People moved to other displacement sites and villages, while NRC estimates most IDP families have 5.5 members per household, bringing the total new arrivals to 15,592 individuals across the three governorates.
Severe Humanitarian Needs and Resource Gaps
Close to three in four newly displaced households lack adequate shelter, according to OCHA. Families report walking kilometres to reach water, surviving on one meal a day, and constructing makeshift shelters from wood and banana leaves due to the absence of basic supplies.
NRC is providing emergency shelter kits, hygiene items, and safe spaces for children, but needs are so great that new sites must be established for another 1,000 families. Alison Bottomley, NRC's advocacy advisor in Yemen, warned that urgent funds must be mobilised to address the vast ocean of needs.
Wider Crisis Context and Funding Shortfalls
Overall, 128,000 people across Yemen have been displaced by the fighting since 1 August, while over 18 million face acute hunger and 23 million require humanitarian aid. Yemen is among the top five most-neglected crises globally, according to NRC's annual report.
Yemen's humanitarian response for 2026 is just over 20 per cent funded as of September, forcing donors to shift scarce resources between communities. Bottomley stated that when a neglected crisis is hit by an emergency on this scale, there are no easy choices, and needs continue to grow.
