UN Human Rights Council-appointed experts on Monday presented a stark update on the human cost of Russia's invasion of Ukraine, highlighting a brutal winter season and a state system designed to intimidate critics abroad and coerce their families at home.
A Brutal Winter Looms for Ukrainian Civilians
The Independent International Commission of Inquiry on Ukraine said repeated Russian strikes on energy infrastructure are leaving civilians more exposed as winter approaches, following a 2025-2026 season in which temperatures fell to 20°C below and millions endured long power and heating outages.
A 74-year-old woman in Kyiv, living on the 18th floor of an apartment block, told commissioners that power cuts routinely knocked out the lifts, trapping her without medicine or heat. She said, 'There was no way to go in or out. I lay cold and hungry, without medicine, without anything.' Commission chair Erik Møse added, 'We are concerned that the coming winter will be more difficult to endure.'
Russia's Reach: Coercion, Recruitment and Transnational Repression
Separately, Mariana Katzarova, the council-appointed Special Rapporteur on human rights in Russia, reported that Moscow has built a state system to 'intimidate and punish critics abroad and coerce their families at home.' Her report, Nowhere is safe, draws on nearly 400 documented cases and finds that between 650,000 and 900,000 people have left Russia since the 2022 invasion.
Documented incidents of transnational repression rose roughly eight-fold, from 29 in the eight years before 2022 to 89 in the three years since. Russia files more INTERPOL 'red notices' than any other country, with roughly half of those reviewed in 2024 found to breach INTERPOL's own rules. Ms. Katzarova described a Chechen torture survivor who twice attempted suicide during 18 months in detention in Kazakhstan under a Russian extradition request.
Call for a Binding UN Convention on Transnational Repression
Ms. Katzarova told delegates in Geneva that 'There is nothing inevitable about transnational repression,' calling for a binding UN convention setting out host States' duties to screen Russian arrest requests and protect people at risk. The commission will report fully to the UN General Assembly in October.
Both the commission's members and the Special Rapporteur serve the Human Rights Council in an independent, unpaid capacity and do not speak for the UN. Their findings underscore the urgent need for international accountability mechanisms to address the expanding reach of Russia's coercive practices beyond its borders.
