The European Court of Auditors has released a critical assessment of the EU's REPowerEU strategy, concluding that four years after its launch the plan has stalled despite hundreds of billions of euros in available funding.
Energy Imports Fell, But Not Solely Because of REPowerEU
Russian oil and gas imports into the EU have dropped sharply since sanctions were imposed, yet the European Court of Auditors cautions against crediting the REPowerEU plan with all of that progress. The auditors note that mild winters and high energy prices also drove down consumption.
EU natural gas imports from Russia fell from 152 billion cubic metres in 2021 to 36 billion cubic metres in 2025, reducing the share from 45% to 12%. A full phase-out of Russian LNG is set for January 2027, with pipeline gas ending in September 2027.
Renewable Capacity and Grid Infrastructure Remain Inadequate
The audit describes the renewable energy capacity directly generated by REPowerEU measures as negligible compared with the Commission's 103GW goal. While the EU added more than 200 GW of solar and wind capacity between 2022 and 2024, the auditors say the plan's most striking weakness is insufficient grid infrastructure, particularly cross-border electricity connections.
National energy and climate plans included few or no specific measures to advance clean energy goals. Critics warn that without progress on interconnectors, the EU risks replacing one form of energy dependence with another, potentially leading to curtailment and negative electricity prices.
Funding Gap Threatens Energy Integration Goals
EU countries have committed just €54.3 billion of the €300 billion in additional funding made available through the recovery fund, less than one-fifth of the investment initially deemed necessary. Auditors say informal replies suggest member states prefer borrowing over grants, which do not count toward national debt.
The Commission defends the funding, saying it played a pivotal role in accelerating implementation. However, the next political battleground is the negotiations on the future of the bloc's power grids by the end of the year, involving the European Parliament and the Council.
