With 52.8% of voters rejecting a resumption of EU membership negotiations, Iceland has sent a clear message that economic concerns outweigh security arguments in its public debate. The referendum was seen as a test of whether the EU could position itself as a pillar of defence in an increasingly volatile world.
EU officials hailed the move as a sign the Union was shifting from being seen purely as a market to a fully fledged political actor. However, the result suggests that security considerations were not decisive enough to overcome the historic reluctance of wealthier Nordic nations to join the Union.
Economic Issues Dominate the Campaign
The referendum campaign focused heavily on economic issues, with the 'Yes' camp emphasising joining the euro to lower state debt interest rates and the 'No' side prioritising maintaining control over fishing and farming. For many Icelanders, these practical concerns were far more pressing than abstract security guarantees.
Professor Hulda Þórisdóttir noted that while the security angle might have reinforced existing views, it was not a decisive issue during the campaign. The defence issue also generated anxiety among Icelanders about potential military service for Brussels, reflecting a long-standing ambiguity in Icelandic society.
NATO Membership and Geopolitical Context
Both Norway and Iceland are already NATO members and deeply integrated into Europe's security architecture, leading many to believe that Brussels has little more to offer on this front. When Russia launched its full-scale invasion of Ukraine in 2022, it prompted Sweden and Finland to apply for NATO membership, but no similar impulse towards EU membership was registered among its immediate neighbours.
Despite Trump-driven US disengagement from the alliance, both countries appear to believe NATO membership suffices. In a recommendation on Arctic security adopted last year, the European Parliament suggested the EU's security guarantee under Article 42.7 be extended to Norway, but this has not translated into a compelling case for Icelandic voters.
