Steve Witkoff and Jared Kushner traveled to Kyiv on Sunday to meet with President Volodymyr Zelenskyy, following a more than three-hour discussion with Russian President Vladimir Putin in Moscow on Saturday. The American delegation, joined by officials from the National Security Council, State Department and Treasury Department, arrived by train from Poland and was welcomed by Zelenskyy outside the historic Saint Sophia Cathedral.
Moscow Talks Described as Meaningful
Witkoff characterized the discussions with Putin as "very meaningful" and said the talks were "substantive and important." Kushner told Zelenskyy that President Trump "sees this as a very, very hard and complex problem, but it's a very worthy problem worth solving." The Kremlin's Yuri Ushakov described the Moscow meeting as "constructive, frank, and useful," though he did not reveal specific outcomes.
Putin's adviser Ushakov said the Russian leader told the envoys it was necessary to eliminate "all root causes of the Ukrainian conflict," a phrase often linked to maximalist Russian demands. Putin also "noted the successes of Russian forces" and "expressed confidence in achieving its goals," according to Ushakov. Witkoff thanked Putin for supporting a temporary "no-shoot" arrangement around Kyiv and Moscow that allowed the delegation to travel safely.
Zelenskyy Expresses Gratitude and Urges Military Support
Zelenskyy thanked the United States for its continued support and expressed gratitude to Trump for "allowing the American group to be here in Ukraine today." He said the talks focused on military aid, including Patriot missile systems, and warned that if the war drags on until winter, Ukraine will need a "winter package." Zelenskyy also wrote on X that Ukraine's proposals for peace are ready and that security guarantees are essential.
The national security advisers of France, Germany and the United Kingdom traveled to Kyiv to take part in Sunday's talks. Zelenskyy held three rounds of discussions with the American envoys, with the final session joined by European counterparts. Despite the diplomatic activity, Kyrylo Budanov, head of Zelenskyy's office, believes the war will not end before spring or summer 2027.
Skepticism and Continued Aerial Strikes
Oleksandr Merezhko, a member of Ukraine's parliament, said he had "no hopes at all" regarding the talks and described Witkoff and Kushner as "amateurs without necessary knowledge and experience." He added that Putin believes there is "no way back" and that Ukraine must capitulate. Meanwhile, both sides continued long-range strikes overnight into Sunday morning.
Ukraine's air force reported that Russia launched 108 drones and an unspecified number of cruise missiles overnight, with air defenses downing 82 drones and six cruise missiles across 11 locations. Russia's Defense Ministry claimed its forces downed 258 Ukrainian drones over 14 Russian regions, occupied Crimea and the Black Sea. Despite the diplomatic push, no breakthrough toward ending the four-and-a-half-year-old conflict was announced.
