The Commerce Department quietly revised its scientific integrity policy on Aug. 19, stripping language that banned political interference from data collection and analysis across its agencies, including the Census Bureau and NOAA.
Policy Revision Eliminates Key Protections
The updated policy, effective Aug. 19, no longer lists protection from inappropriate influence as a hallmark of scientific integrity. The 2025 version had prohibited attempts to shape or interfere in data collection and statistical analysis against well-accepted scientific methods or without scientific justification.
The revised rules apply to all agencies under the Commerce Department, including the National Oceanic and Atmospheric Administration and the Bureau of Economic Analysis. Spokespeople for both the Commerce Department and the Census Bureau did not respond to requests for comment on the change.
Experts Warn of Weakened Guardrails
Nancy Potok, a former deputy director at the Census Bureau, described the removal as a major change that eliminates guardrails against political interference in the department's statistical and scientific data products. She noted that the revision deliberately omits language from the 2018 Trust Regulation, which requires agencies to ensure objectivity and freedom from undue influence.
Beth Jarosz, vice president of the Association of Public Data Users, said the guardrails, if they are still there at all, are much weaker than they used to be. She warned that the new rule's structure leaves opportunities to pressure staff to reach predetermined conclusions.
Concerns Mount Ahead of 2030 Census
The revision comes as the Census Bureau prepares for the 2030 national head count, which will determine political representation and federal funding for the next decade. Former Census Bureau Director Robert Santos called the timing of the policy change and the release of an unauthored report on noncitizen voting deeply troubling.
In June, the administration banned the Census Bureau from using a data privacy protection technique it had relied on for decades, further raising alarms. The combination of workforce cuts, policy revisions, and new investigative procedures has left experts concerned about the agency's independence.
