Turkey Opens First Makkah Defense Pact Committee Meeting in Istanbul
Istanbul hosted the inaugural gathering of the Strategic Political and Defense Committee under the Makkah Joint Defense Agreement on Monday, August 31, 2026, bringing together foreign and defense ministers and chiefs of staff from Turkey, Pakistan and Saudi Arabia to set the strategic direction for the pact.
Origins of the Makkah Defense Pact
The Makkah Joint Defense Agreement was signed on August 7, 2026, by Turkish President Recep Tayyip Erdogan, Saudi Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz Al Saud, and Pakistani Prime Minister Muhammad Shehbaz Sharif, establishing a framework for collective security among the three nations.
The deal is designed to strengthen commitments to safeguarding peace, stability and well-being on both regional and global stages, grounded in the principles of burden-sharing and a shared understanding of security.
Agenda and Strategic Objectives
The committee meeting is set to explore issues of global security, bolster defense capabilities and enhance interoperability among the armed forces of the three countries, while also discussing deepening cooperation in defense industries, including joint production and research and development.
It will further strengthen combined efforts to combat terrorism and chart a roadmap for upcoming steps, with a framework for the General Secretariat expected to be established alongside other mechanisms to direct work in the domains of joint activities determined by the committee.
Collective Deterrence and Shared Security
The pact seeks to bolster collective deterrence in fending off any hostile action and contemplates that any armed attack on any of the three countries would be considered an attack on all, reinforcing a unified front against external threats.
Turkey is hosting this meeting, which brings together the foreign and defense ministers and chiefs of staff of the three countries, with the aim of setting the strategic thrust for activities to be carried out as part of the agreement.
