The 'Moving Beyond Crisis' meeting was convened at the joint invitation of Lebanon, the European Union, and the United Nations Development Programme (UNDP) on the sidelines of the United Nations General Assembly. Salam was joined by European Commissioner for the Mediterranean Dubravka Suica and UNDP Administrator Alexander De Croo in co-chairing the event.
The gathering aimed to develop a more effective international approach to addressing metastasizing crises, using Lebanon's experience during the war in the south as a case study for strengthening state institutions and spearheading recovery efforts.
Shifting from Emergency Aid to Sustainable Recovery
Salam emphasized that moving beyond the crisis is not a theoretical concept but a reality Lebanon is living today, noting that crises have become longer, more frequent, and more intertwined, making it impractical to wait for one phase to end before beginning the next.
The meeting addressed the need to direct international support toward enhancing Lebanon's capabilities rather than establishing parallel systems, while providing more flexible funding tools to help navigate the transition from emergency response to uninterrupted recovery and reconstruction.
Lessons from the South for the Wider Region
Amid the war in the south, Lebanon continues to assist displaced families while supporting the resilience of people in the south and facilitating their return to their towns and villages, rehabilitating schools and water, electricity, and road networks, restoring livelihoods, and advancing recovery and reconstruction.
Salam stated that lessons from the crisis can indeed be drawn that transcend Lebanon's borders, positioning the country's experience as a model for addressing complex, overlapping emergencies globally.
