Slovakia's Prime Minister Robert Fico told medical students in Presov that he fears war and does not want Slovakia drawn into military conflict under NATO's Article 5, prompting sharp criticism from allies and opposition figures.
Fico's Remarks to Medical Students
Speaking at a teaching hospital in Presov, Fico warned that the conflict in Ukraine has spiralled out of control and that Europe faces the prospect of a wider war. He asked students to picture Slovakia being ordered to prepare 5,000 or 10,000 soldiers to fight without knowing the enemy or the cause. He stated he does not want Slovakia to be part of any military conflict because of Article 5 of NATO's founding treaty.
Fico acknowledged that Slovakia is in NATO and values cooperation and fulfilling obligations, but said he will do everything to ensure Slovakia is never drawn into a military conflict. He told the students he is afraid of war, a sentiment that drew immediate and fierce reactions from political opponents and NATO allies alike.
Allied and Opposition Reactions
Petr Pavel, president of neighbouring Czechia and former chairman of NATO's Military Committee, said that being glad to be a NATO member but unwilling to get involved if anyone else is attacked means one has not understood the word solidarity. Fico replied that he understood Pavel, as a former NATO general, would like to fight, while he himself preferred peace.
Former Slovak Foreign Minister Miro Wlachovsky questioned whether Fico is supposed to lead people instead of expressing fears and asked what preparations have been made for the country in case it is attacked. Wlachovsky stated that Fico's remarks have already damaged Slovakia's standing among its allies.
Political Context and NATO's Article 5
Analysts see a clear political context to Fico's remarks, with some observers believing Fico is trying to steal votes from the extreme-right Republika party, which is viscerally hostile to NATO and the EU. Wlachovsky compared Fico's rhetoric to that of Hungary's former Prime Minister Viktor Orban and the current Czech Prime Minister Andrej Babis, both of whom have presented themselves as the candidates of peace.
Oana Lungescu, a former NATO spokesperson, stated that Article 5 is the most solemn pledge that a country can make to another and that its central purpose is deterrence. She stated that NATO is a defensive alliance, not an offensive alliance, and that invoking Article 5 would not automatically send every member's troops into combat, as the North Atlantic Council would assess an attack and decide by consensus.
