With food supplies exhausted and no evacuation corridor in sight, roughly 6,000 people remain trapped in Russia-occupied Oleshky, southern Ukraine, facing what local officials describe as a full-scale famine.
A Town Starving Under Occupation
Oleshky, a town on the left bank of the Dnipro River in Ukraine's Kherson region, has been under Russian control since February 2022. In June 2023, the Kakhovka Dam breach nearly submerged the entire area, leaving residents to survive without electricity, gas, or running water. Food was last delivered at the end of May, and today, a kilo of zucchini costs 1,000 rubles, while a large sack of flour sold for 200,000 rubles.
Residents like Halyna, whose name was changed for security reasons, report eating only flatbread made of water and flour, with tea without sugar. People emerge between 7 a.m. and 9 a.m. to trade food in the market square. 'To be honest, I haven't eaten anything yet,' Halyna said. 'My best option for today is a flatbread made of water and flour.' The situation has deteriorated sharply since last winter, when inpatients still received soup and baked dough.
Trapped by Mines and Broken Transport
The only evacuation route leads through the heavily mined village of Tarasivka, 20 kilometers south, before reaching Skadovsk. 'You set out and could die along the way,' Halyna warned, noting that two women died trying to get food this way. Scores of people have been injured by mines, but medical care is virtually nonexistent. 'If your leg is blown off, you're as good as dead. There's a surgeon at the hospital, but no anesthesiologist and no medicine,' she said.
Transport links have collapsed. Minibuses that once ran to Skadovsk were replaced by two ambulances after drone attacks, but neither has operated for the past month and a half after one driver was killed. Residents now travel by foot or bicycle to Radensk, 20 kilometers south, to stockpile food. Many lack Russian or Ukrainian passports and have no cash, making formal evacuation nearly impossible.
Russia Delays a Life-Saving Evacuation
Tetiana Hasanenko, head of the Oleshky City Military Administration, says 358 people need urgent evacuation, though she notes these are only those she has heard about. 'These people must be rescued because the town has become a death trap,' she said. Preliminary agreements between Kyiv and Moscow were reached, with the Ukrainian military to ensure a ceasefire and the International Committee of the Red Cross to assist. But Russia has not reaffirmed its willingness to carry out the evacuation for quite some time.
Dmytro Lubinets, the Ukrainian parliamentary human rights commissioner, expressed deep frustration. 'People want to be given some kind of hope, but there is no hope,' Hasanenko told DW. 'They had hoped that the evacuation would begin at any moment. But what now? I can't give them any hope at all,' she lamented. Residents are desperate, with one resident describing their daily meal as 'one and a half spoonfuls of semolina porridge cooked in water and cold tea.'
