Serbian Interference Concerns Mount

Montenegro's political elite has remained cohesive, with 74 of 77 lawmakers voting in July to open the constitutional reform procedure. The amendments were later adopted by a two-thirds majority of 68 votes in late August, reaffirming the country's commitment to its reform agenda.
Serbian President Aleksandar Vučić dismissed Montenegro's 20th independence anniversary as a glamorous celebration of secession from Serbia. Despite this rhetoric, Montenegro attributes its progress to an inclusive approach that brings all ethnic groups into the decision-making process.
EU Faces Dilemma Between Two Candidates
Serbia's Ambassador to the EU, Danijel Apostolović, stated that Belgrade has no interest in interfering with Montenegro's accession process. He expressed regret over the lack of a strategic decision by some EU member states regarding Serbia's stalled negotiations.
The European Commission has recommended the opening of Cluster 3 five times for Serbia, yet it remains unopened. Analysts warn that Serbia could threaten the EU accession path, while Montenegro's political stability sets it apart from its neighbours.
