Former French President François Hollande released a new book on Thursday outlining 80 policy proposals for France's future, while confirming he will wait until December to decide whether to run for president again.
A Manifesto for France's Future
Hollande's book, titled 'Unite. New World, New Left', presents a broad agenda aimed at reshaping France's political landscape. The former president told France Inter that the current challenge is to bring the French together amid deep societal polarisation.
He will not participate in the left-wing primary set for October, instead reserving his decision on a presidential run until December. Hollande insists he remains a socialist, even as some centrist figures note his ideas now align more closely with the centre.
Economic Proposals That Challenge the Left
Several proposals in the book diverge from the Socialist Party's platform. Hollande dismisses the Zucman tax as 'a slogan, not a solution' and argues for raising the legal retirement age to 63, with pension indexation capped at 1% for five years.
He proposes increasing net wages by cutting employee social contributions, offset by a gradual VAT rise from 20% to 24% and a 10% wage increase for all. He also plans to abolish the reduced 5.5% VAT on food and energy renovation work.
Europe, Inheritance Tax and Social Grants
On Europe, Hollande advocates a multi-speed union with six to eight member states leading in digital technology, artificial intelligence and defence. He warned that the era of American dominance in Europe is over, regardless of who holds the White House.
Domestically, he plans to tax large inheritances exceeding €10 million, raise employee representation on company boards to 30% and introduce a €10,000 grant for young people undertaking civic service, dubbed 'entrée dans la vie'.
