President Hassan Sheikh Mohamud told the 81st session of the United Nations General Assembly that Somalia is not calling for the UN to leave the country, but for a partnership in which Somali institutions lead the work rather than being worked around.
A Call for Reform, Not Abandonment
President Hassan Sheikh Mohamud addressed the 81st session of the United Nations General Assembly, describing a period of profound global uncertainty in which multilateral cooperation is weakening and conflict has become the mark of the age. He said that uncertainty has become the new normal, yet the expectations set in 2015 with the Sustainable Development Goals remain unfulfilled, with progress standing at just 36 percent against a 2030 deadline.
The President warned that for millions of vulnerable people, global development sometimes appears to move from one framework to another without sufficient change in their daily lives. He said that trust in the United Nations will not be restored by appeals alone, but when its institutions work consistently, uphold international law and produce results people can see and experience.
The Security Council and Africa's Representation
The strongest institutional criticism concerned the Security Council, which the President said has become increasingly associated with political deadlock and a weakened capacity to organise collective action against threats to international peace and security. He called for a Council that is broadly representative, transparent and effective, noting that Africa remains without representation in the permanent category and is inadequately represented in the non-permanent category.
Somalia currently serves as a non-permanent member of the Security Council and as a member of the African Union Peace and Security Council, and the President said the country approaches both with seriousness and humility. He supported the African common position and meaningful African representation in both categories, describing the lack of representation as a historical injustice against 54 sovereign states that cannot be deferred indefinitely.
Sovereignty, Climate and Somalia's Future
On sovereignty the President was firm, saying Somalia firmly rejects unilateral actions that undermine its sovereignty, its unity and its internationally recognised borders. He also reaffirmed support for a just and lasting peace based on the two-state solution, with an independent and viable Palestinian state along the 1967 borders, and said a just settlement of the question of Palestine remains the foundation of lasting peace and stability in the Middle East.
The President made an economic case for changing where money goes, citing the United Nations Office for Disaster Risk Reduction estimate that every dollar invested in anticipatory action saves between three and fifteen dollars in future losses. He warned that the El Niño event now intensifying is likely to bring another season of severe climate stress worldwide, with disproportionate effects on countries such as Somalia.
