A Slogan Designed to Unite a Fractured Bloc
India has chosen the slogan 'Building for Resilience, Innovation, Cooperation and Sustainability' to reinterpret the BRICS acronym as a shared mission rather than a list of country names. The phrase was crafted to keep the group low-key and neutral, avoiding any language that might alienate new members or offend existing powers like Russia and China.
The bloc now includes the five original members—Brazil, Russia, India, China and South Africa—alongside Egypt, Ethiopia, Indonesia, Iran and the United Arab Emirates, with Saudi Arabia's status remaining somewhat ambiguous. This expansion has made consensus harder to reach, as the group now contains more autocracies than democracies and many members with tense bilateral relations.
Leadership Attendance and Bilateral Opportunities
Russian President Vladimir Putin is expected to attend, while Chinese President Xi Jinping is widely anticipated but not yet formally confirmed. Iranian President Masoud Pezeshkian will be present, and the UAE is expected to send representatives, offering a chance to showcase cooperation between regional rivals.
Prime Minister Narendra Modi is set to meet Putin on Friday, and the summit will provide a rare face-to-face opportunity for Xi and Modi to engage amid continued strain in their bilateral relationship. However, analysts warn that concrete outcomes will be very limited due to the group's lack of coherence and internal contradictions.
Where BRICS Might Find Common Ground
Despite its scale—representing nearly half the world's population and around 40% of global GDP—BRICS has struggled to define a clear purpose beyond practical, functional cooperation. Experts suggest its best hope lies in areas of agreement, such as trade, monetary cooperation and agriculture, rather than ambitious global governance reform.
India, as chair, is reluctant to press for UN reform but is keen for a coordinated BRICS approach to trade and the World Trade Organization, ambitions shared by more members. Yet many analysts remain skeptical, arguing that the group will continue to underwhelm as geopolitical tensions and internal divisions make major achievements unlikely.
