Industry Pushback and Legal Challenges
CCIA Europe, a lobbying group representing Airbnb and other short-term rental companies, criticized the proposal, arguing it fails to ensure independent assessment of restrictions. Alexandre Roure, head of policy at CCIA Europe, warned that without independent scrutiny, the measures would remain a 'paper tiger' and undermine the legal certainty the Affordable Housing Act is meant to provide.
The Commission's approach follows years of legal challenges by rental and tourism companies against city-level crackdowns in places like Paris, Berlin, and Barcelona. The EU aims to harmonize rules across the bloc, but the legislation still requires approval from EU legislators and member states before it can take effect.
