The European Commission is reallocating internal staff and expertise to track Moldova's rapid accession reforms, which have outpaced the department's capacity to monitor progress. The move comes as Chișinău pushes ahead with unprecedented changes since 2020, even as its EU path remains politically linked to Ukraine's stalled negotiations.
Commission Plays Catch-Up on Moldova's Reform Momentum
EU officials told Euronews that the Commission's enlargement department has had to redirect resources toward Moldova after Chișinău's pace of reform outstripped the department's ability to keep up. Enlargement Commissioner Marta Kos confirmed the shift, writing on X that Moldova's 'impressive record of EU reforms is paying off' and that she discussed next steps with new Prime Minister Vasile Tofan.
The department, already stretched thin by simultaneous progress across several candidate countries, has been forced to prioritise the best-performing applicants. Moldova's Deputy Prime Minister for European Integration, Cristina Gherasimov, described the reforms as 'unprecedented' and credited the political will of the people for capitalising on the current window of opportunity in the European Union.
Ukraine's Hungary Veto Keeps Coupling in Place
Ukraine and Moldova began their accession tracks together in 2022, just days after Russia launched its full-scale invasion of Ukraine. In December 2023, EU leaders opened negotiations with both countries simultaneously, but Kyiv's process was blocked for two years by a veto from Viktor Orbán's Hungary over disputes concerning the Hungarian minority in Transcarpathia.
Momentum returned after Péter Magyar's Tisza party ousted Orbán in April, prompting Budapest and Kyiv to open negotiations. Hungary lifted its veto on the first cluster in June, and the second of six clusters opened in July. However, Hungary has since slowed the process again, meaning Moldova has been caught in the slipstream of bilateral friction despite its own technical progress.
Moldova Targets Early 2028 Negotiation Closure
Cristina Gherasimov said Moldova has 'an ambitious target to be ready to close negotiations by early 2028.' The country's reform drive gained strength after Maia Sandu became president in 2020, installing a pro-EU government with a comfortable parliamentary majority that has pushed through required changes with determination.
EU officials expect the political coupling of the two eastern European countries to hold until all remaining clusters are opened. From that point, the situation is expected to shift quickly, provided Moldova keeps up its reform momentum. Meanwhile, the IMF released a report on Tuesday analysing the economic benefits of EU membership for the Western Balkan countries and Moldova, excluding Ukraine due to its 'much larger size and ongoing military conflict.'
