Conflict Is Derailing Global Poverty Targets
The UN Sustainable Development Goals, adopted in 2015, aimed to end extreme poverty and hunger by 2030, yet only 15% of their targets are on track or met. A new IRC report finds that countries affected by conflict are falling furthest behind, with armed conflict slowing global progress by the equivalent of 18 years as of 2021.
More than a third of the world's poor and a quarter of its malnourished children live in the 20 countries on the IRC's Emergency Watchlist. By 2030, more than half of the world's extreme poor will be concentrated in these same nations, where the average wasting rate is more than twice that of other countries.
Proven Solutions Remain Underfunded
The IRC argues that the problems are solvable by investing in what already works: cash assistance, simplified malnutrition treatment that cuts costs by 20%, and flexible education models that could reach 5 million children by 2030 for as little as $4 each.
As far back as 2018, the IRC warned that over 80% of fragile and conflict-affected states were off-track on meeting SDG benchmarks, leaving nearly 26 million refugees behind. Humanitarian groups and local organizations are filling the gap where governments cannot reach their own people, but the current system is not built to fund them properly.
A New Framework Must Put Conflict at the Center
The IRC is calling for a different kind of framework after 2030, one that puts conflict at the center, with fewer goals, a shorter timeline, and money committed upfront instead of promised for later.
Proposed targets for 2035 include halving extreme poverty among people affected by fragility and crisis, reaching 80% of acutely malnourished children with effective treatment, closing the immunization gap for children in conflict zones, and substantially reducing attacks on hospitals and health care workers.
