The Republican-led House voted 413 to 2 to formally censure outgoing Representative Chuck Edwards of North Carolina, marking one of the rarest punishments in congressional history for sexual harassment of two young female staffers.
The Censure Vote and Edwards' Response
The House Ethics Committee recommended the censure in an August 3 report, finding that Edwards engaged in persistent unprofessional and inappropriate conduct toward two young female staffers and created a hostile work environment. Edwards denied the allegations but ended his reelection bid after the findings were released last month.
Speaking on the House floor ahead of the vote, Edwards asked colleagues to judge him on the facts rather than inferences or headlines. He apologized to the two staffers, saying he recognized his understanding of their relationships may not have matched theirs, but insisted that regret is not an admission of sexual harassment.
Nature of the Misconduct
The committee detailed that Edwards gave the staffers gifts including jewelry worth over $1,000, designer purses, guns, shoes, flowers, a laptop, a cell phone, a KitchenAid mixer, vacations and one-on-one dinners. He also made frequent comments about their appearance and weight, sent late-night messages and intruded on personal occasions without invitation.
The bipartisan panel said it did not find evidence Edwards propositioned his staffers or engaged in sexual activity with them, but concluded his behavior violated the spirit of the House's prohibition on sexual harassment and unwanted advances.
Context of Congressional Ethics Enforcement
Before Tuesday's vote, House censures had been issued just 28 other times. The most recent censure in 2025 targeted Rep. Al Green of Texas for interrupting a joint address to Congress by President Trump.
The Edwards case is one of several ethics investigations this Congress involving sexual misconduct. Rep. Jimmy Gomez of California faces allegations of inappropriate sexual contact with a staffer, while Rep. Eric Swalwell of California resigned amid sexual assault claims, and Rep. Tony Gonzales of Texas resigned after admitting an affair with a staffer who later died by suicide.
