Divergent Voices on Safety and Competition
Meta CEO Mark Zuckerberg did not endorse an explicit 'slowdown,' arguing that AI labs have a 'strong natural incentive' to improve safety because consumers reject models that do not behave as intended. Meanwhile, David Lawrence, a former DOJ Antitrust Division policy director, stated that agreements preventing catastrophic risks 'increase output and promote competition' under the 'ancillary restraints doctrine.'
Roger Alford, a former second-in-command for the DOJ Antitrust Division, warned that collectively agreeing not to implement safety measures could expose AI labs to allegations of 'quality fixing,' citing a European case where car companies paid roughly a billion-dollar fine for similar conduct.
Political and Market Pressures Mount
David Sacks, cochair of the President's Council of Advisors on Science & Technology, accused Anthropic and OpenAI of forming a duopoly and called the exemption request an 'election-season psyop' and an excuse to 'form a cartel.' Both companies have valuations near or beyond a trillion dollars, with Anthropic expected to go public next month and OpenAI delaying its IPO until 2027.
President Donald Trump posted that the government already has 'tremendous CRIMINAL and REGULATORY power over these companies!' and that 'WHOEVER WINS AI, WINS!' The Department of Defense's chief technology officer account has also posted 'anti-doomer' memes in response to the slowdown proposal.
