The US Navy has published an updated roadmap of its technology priorities for the coming years, revealing a strategic shift toward commercial innovation and co-investment as it navigates a $150 billion annual procurement landscape.
A New Approach to Defense Procurement
Justin Fanelli, the Department of the Navy's chief technology officer, said the service is moving away from funding its own early-stage research to cover the seed-through-Series-B gap, instead casting a cleaner signal to the commercial market. The Navy mostly buys Series D through F type companies, reflecting a deliberate pivot toward more mature products that have already been validated by private capital.
Fanelli explained that the goal is keeping the process merit-based rather than adding layers of approval, with buying decisions running through a small source selection committee rather than a sprawling review process. He also noted that the most common reason promising technologies fail isn't technical, but rather budgetary, as new tools must replace or turn off something the Navy is already paying for.
Recent Purchases and Commercial Innovation
Among recent acquisitions, the Navy awarded a $562 million contract for the MQ-25 Stingray, an autonomous refueling drone that extends the range of manned fighter jets flying off carriers. It has also been buying edge compute hardware from Armada, brought in Gecko Robotics to handle inspection work that used to be done manually, and now runs its machine learning pipeline through Domino Data Lab.
In a case Fanelli particularly enjoyed sharing, the Navy swapped a defense contractor's years-delayed shipboard camera system for commercial cameras paired with software from Applied Intuition, cutting roughly four years off the timeline. The Strait of Hormuz has been a flashpoint this year, with tanker strikes and a seized vessel, raising questions about whether any of that commercial technology is showing up in contested waters.
Five Pillars of Future Technology Investment
The updated priorities document breaks down into five broad categories: applied AI, quantum information science, advanced networking, electromagnetic spectrum operations, and digital engineering and interoperability. Applied AI covers machine learning and increasingly agentic software meant to turn raw data into decisions, while quantum information science focuses on applying quantum or quantum-adjacent techniques to navigation and cryptography.
Advanced networking aims to move data securely across environments where connections are degraded or intermittent, and electromagnetic spectrum operations involves technology that senses and manages the spectrum itself. Digital engineering and interoperability covers the plumbing, including open APIs and zero-trust architecture meant to let different Navy systems talk to each other without custom integration work every time.
