From Dietzenbach to Maintal, communities are bracing for rising energy costs and environmental strain as US tech giants expand their digital footprint across Europe's largest data center market.
Dietzenbach at the Center of the Storm
Google, EdgeConnex, and Maincubes have each secured a site for a new data center in Dietzenbach, a town of 35,000 near Frankfurt am Main. The Frankfurt region alone holds over a third of Germany's total data center capacity, making it a prime target for cloud operators worldwide.
Residents are concerned about surging electricity and water bills, as well as increased temperatures caused by the massive cooling needs of data centers. While Mayor Dieter Lang of the SPD predicts around 100 high-value jobs from the Google facility, Tara Merk of the Weizenbaum Institute warns that profits may be taxed elsewhere, limiting local economic benefits.
A Transparency Gap and Growing Backlash
Germany's data center registry, launched in August 2026, covers only around 300 facilities, far short of the estimated 2,000 operating nationwide. Civil society groups like Heisse Luft are filling the information void with crowdsourced maps, while Algorithm Watch argues the proposed Energy Efficiency Act amendments are designed to appease US tech giants rather than cut bureaucracy.
In Groß-Gerau, the local council voted against a €2.5-billion data center in February, and in Maintal, an EdgeConnex project worth €1-billion is seeking alternatives to a gas-fired power plant amid intense protests. The Green Party questions whether expansion targets reflect real demand, while the AfD supports growth but criticizes renewable energy mandates.
Political Divides and the Road Ahead
The proposed amendments to the Energy Efficiency Act were presented to the Bundestag in September, with hopes of taking effect in January if passed. Algorithm Watch collected 150,000 signatures against the changes, warning that lack of transparency could deepen antagonism between data centers and local communities.
Tara Merk cautions that declaring water and electricity usage as trade secrets would shift the regulatory landscape in favor of operators, undermining public trust. As Germany races to double its data center capacity, the tension between national ambition and local concerns continues to escalate.
