Exeter Chiefs director of rugby Rob Baxter has backed England's policy of selecting only domestically-based players, arguing that the rule is essential for the health of Premiership Rugby. Baxter Defends the Domestic-Only Policy
Rob Baxter told BBC Sport that he does not believe the selection rules should be changed for the good of the English game. He said there are two competing arguments: whether to make all the best players available or to build Premiership Rugby as part of how the England team is constructed. If both goals are pursued, he said, some kind of rules and regulations around where English players play are necessary.
Baxter added that he is also speaking selfishly about what is good for Exeter Chiefs and every other Premiership side. He said it is important for clubs to know there is a real reason for their best English players to stay in the country, and warned that looking only at finance ignores the deeper repercussions for the English game overall.
Lawes Calls for Overseas Players to Be Eligible
Former England forward Courtney Lawes, 37, who has won 105 caps, has called for overseas-based players to be eligible for selection. He returned to the Premiership this summer with Sale after spending two years at French side Brive, where he was ineligible to represent his country. Under England's current policy, players can only be called up from overseas clubs in exceptional circumstances.
The policy means England cannot call on players such as Toulouse back row Jack Willis, who was voted the best player in France in 2024-25, as well as Kyle Sinckler, Manu Tuilagi, Billy Vunipola, Lewis Ludlam and former Exeter star Sam Simmonds.
