Somalia's Minister of Agriculture and Irrigation, MP Mohamed Abdi Hayir Maareeye, hosted IFAD Regional Director Naoufel Telahigue at the Ministry's Mogadishu headquarters, where both officials jointly inaugurated the new offices of the RLRP-Somalia project and reviewed the roadmap for deepening their development partnership.

The ceremony marked a milestone in the relationship between the Federal Government of Somalia and the International Fund for Agricultural Development, with the two dignitaries cutting the ribbon at the newly established project offices. The visit also included a tour of the project's operational sites across the capital region, where implementation teams are currently working on the ground.
This joint inauguration underscores the growing institutional capacity within Somalia's agricultural sector and signals a renewed commitment to leveraging international partnerships for domestic development goals. The RLRP-Somalia project represents one of the key vehicles through which IFAD supports the country's broader agricultural transformation agenda.
Strategic Alignment with National Priorities
During their meeting, the two officials discussed how IFAD's operational strategy can be better aligned with Somalia's National Transformation Plan, ensuring that donor-funded programmes directly support the government's own development priorities. They also emphasised the importance of strengthening national ownership so that Somali institutions remain at the centre of project design and implementation.
The dialogue further explored ways to increase Somalia's financial contribution to IFAD tenfold, reflecting a shared ambition to deepen bilateral engagement and reduce dependency on external funding alone. Both parties agreed that sustainable employment for young people must remain a central pillar of all future agricultural interventions.
Focus on Food Systems and Youth Employment
The officials also highlighted the need to strengthen Somalia's food systems to make them more resilient to climate shocks and economic disruptions. They agreed that IFAD's development programmes must be designed to address the country's most pressing agricultural and livelihood challenges in a sustainable manner.
Youth employment emerged as a key theme, with both parties recognising that creating sustainable jobs for young Somalis is essential to long-term stability and economic growth. The discussions concluded with a commitment to enhance development cooperation and expand IFAD financing to support these critical areas.
