He emphasized that the goal is not merely to issue condemnations but to take proactive steps to counter the spread of recognition for Somaliland.
Cumar stated that Somalia has urged Arab states to leverage their political relationships and diplomatic influence to prevent the Israeli decision from becoming a broader campaign for recognition. He noted that while some members of the US Congress continue to push for a policy shift, the Trump administration still supports the principle of one Somalia and the territorial integrity of the Federal Republic of Somalia, which includes Somaliland.
Regional and International Efforts
Since Israel became the first UN member state to formally recognize Somaliland in December 2025, Somalia has launched a vigorous campaign to secure support from Arab and Islamic nations. In July, Cumar announced that six countries had been instructed not to follow Israel's lead, though he did not name them. In August, a delegation from Somaliland visited Guinea-Bissau for talks seen as a potential step toward recognition, but these plans were ultimately halted by combined diplomatic pressure from Somalia and regional partners.
Despite the diplomatic efforts, no other UN member state has followed Israel's example. The US Congress has seen increased activity, with Senator Ted Cruz calling on President Trump to recognize Somaliland and Representative Scott Perry introducing legislation for formal recognition. However, these initiatives have not yet resulted in any change to official US policy.
Security Dimensions of the Conflict
The security relationship between Israel and Somaliland has further deepened the rift between Mogadishu and Hargeysa. In June, Somaliland's Minister of Defence, Maxamed Yuusuf Cali, told Reuters that Israel was training Somaliland's military and police forces. He denied reports that the two sides were discussing the establishment of an Israeli military base in Somaliland, but the security cooperation has intensified regional tensions.
Somalia maintains that any agreement involving its territory, security, or foreign relations requires the federal government's approval. The government has warned it will respond firmly to any attempt by a foreign power to establish a military or intelligence presence in Somaliland without such consent, underscoring the gravity of the situation.
