A Continent Under Pressure
Southern and Western European nations are hit hardest, but drought risks have been expanding northward over the last decade, reaching as far as Denmark and Sweden. Central and Western Europe, along with southeastern countries, are increasingly vulnerable due to climate change.
The physical toll is visible: the Rhine and Danube have reached historic lows, disrupting inland shipping, while farmers from Germany to Ukraine report below-average harvests. In some areas, from the United Kingdom to Switzerland, household water use has been restricted.
Where the Biggest Savings Lie
There is no single solution to Europe's water challenge. A combined bundle of measures is needed, according to experts. The European Environmental Agency found that EU countries could save between 10 and 40% of water annually by implementing targeted strategies.
Shifting to clean energy would make a major difference in Western and Eastern Europe, as wind and solar do not require the huge amounts of water needed for cooling nuclear, oil, gas and coal plants. Over the past two decades, Europe has already cut water usage by around a quarter, mostly through more efficient electrical cooling.
Lessons from Around the World
In Southern Europe, agriculture is the biggest water user. The EEA recommends replacing open water channels with closed pipes, switching from surface irrigation to sprinklers or drip systems, and choosing less water-intensive crops where possible.
Drought and heat waves are not just a European problem. Regions in Northern Africa, the Middle East and Asia have been dealing with much higher levels of water stress for a long time, according to United Nations data. Europe can learn from countries like Singapore, which has pioneered wastewater reuse for industrial cooling.
