Konstantin Sokolov, a 52-year-old Russian-American entrepreneur, has been appointed to lead the TRIPP+ Enterprise Fund, a US State Department initiative backed by more than $200 million in capital aimed at financing the Trump Route infrastructure project across the South Caucasus and Central Asia.

The Trump Route and the New Investment Fund

The TRIPP+ Enterprise Fund, registered in the US as the Trans-Caspian Enterprise Fund, was launched with more than $200 million in capital and is expected to invest across the South Caucasus and Central Asia. It will help finance the large-scale TRIPP infrastructure project, also known as the Trump Route for International Peace and Prosperity.

The Trump Route is a transit corridor designed to connect Azerbaijan with its autonomous exclave of Nakhchivan through Armenian territory. The project is part of a peace deal signed in August 2025 between Armenia and Azerbaijan with US mediation, and a framework cooperation agreement was signed in early June 2026 between Washington and Yerevan.

Sokolov's Business Expansion in Armenia

Before his appointment to head TRIPP+, Sokolov had already established a significant presence in Armenia. In 2024, he acquired Viva Armenia, the country's largest telecommunications provider, and later purchased the Armenian subsidiary of Russian telecom giant Rostelecom. He also bought the Teghut copper-molybdenum mine, which holds an estimated 450 million metric tons of ore and has Armenia's second-largest reserves.

The Teghut mine had been taken over by Russia's state-owned VTB Bank after the company accumulated massive debts. VTB is now under Western sanctions, and according to Radio Free Europe/Radio Liberty's Armenian service, the deal was carried out through a third-party company to avoid a direct transaction with the Russian bank.

Political Debate Over Sokolov's Role

Mesrop Manukyan, a lawmaker from the opposition Armenia Alliance, is among Sokolov's most vocal critics in parliament. He said it is alarming that a US investor has been able to acquire major stakes in the finance, mining and telecommunications sectors in just a few years. Manukyan's faction views the Trump Route as a disguised extraterritorial corridor and the greatest threat to Armenia's security.

Benyamin Poghosyan of the Armenian think tank APRI sees two main reasons for Sokolov's appointment to head the fund. The first is political: Appointing an American with Russian roots could be a subtle gesture by Washington aimed at easing Moscow's fierce criticism of the project. The second is pragmatic: Sokolov may simply have been chosen because he has a deep understanding of the business environment in the former Soviet Union and knows how Armenia's government works.
