World Bank Disbursement Data Contradicts Kheyre's Allegations

The World Bank reported that Somalia's project disbursement rate reached 29.4% in fiscal year 2026, up from approximately 24% in 2025, positioning the country among the top performers in East and Southern Africa for development spending. This figure directly challenges Kheyre's assertion that over $500 million earmarked for Somali development remained unutilized during 2024 and 2025.

Kheyre had claimed that 73% of $330 million allocated in 2024 and 70% of $407 million available in 2025 were left unspent, attributing the shortfall to poor governance and corruption. The World Bank clarified that unspent funds do not necessarily indicate loss or mismanagement, as many development projects span multiple years and are funded in phases based on progress, contracts executed, and planned work schedules.

Government Defends Record Citing Methodological Differences

Somalia's Minister of Planning, Investment and Economic Development, Maxamuud Beenebeene, used the World Bank's data on Saturday to defend the government's response to Kheyre's remarks, stating that the bank's figures reinforce the government's position against the former prime minister's claims. He emphasized that the rise in disbursement from 24% to 29.4% does not imply funds were stolen or that the government failed in its management.

Beenebeene stressed that economic discourse must be grounded in facts rather than political interpretations, noting that the World Bank's calculation method differs from Kheyre's approach by measuring total funds disbursed from all ongoing projects rather than requiring every approved annual allocation to be fully spent within that same year.

Economic Growth Modest Amid Persistent Challenges

World Bank data also showed that Somalia's economy grew by 3% in 2025, though this was lower than the 4.1% recorded in 2024, indicating a slowdown rather than a contraction as Kheyre had suggested. The bank noted that private sector lending increased in 2025, albeit marginally, contradicting the pessimistic picture painted by the former prime minister regarding the country's economic conditions.

Despite these developments, the World Bank's report acknowledged ongoing concerns including worsening food insecurity, declining external aid, climate change impacts, and security challenges that continue to weigh heavily on Somalia's economy, reflecting the complex realities facing the nation's development trajectory.
