Cook Rages at 'Lazy State' Narrative
Premier Roger Cook described the Productivity Commission's interim report as an 'attack on every hard working Western Australian', arguing that any changes to the GST distribution would unfairly punish WA for its success 'simply to prop up other lazy states'.
He told the ABC that the commission's critics 'simply do not understand Western Australia, they have no Western Australian representative, and no idea' about the state's fiscal reality.
WA Was the Only State to Benefit from 2018 Reforms
According to the Productivity Commission's interim report, Western Australia was the only state or territory to benefit from the 2018 changes to GST distribution, receiving enough revenue to meet 113 per cent of its assessed fiscal needs in 2024-25.
In contrast, all other states received just 98 per cent of their assessed needs, a disparity the commission attributed partly to political pressure from the WA government at the time that influenced the 2018 reforms.
Mining Boom and GST Formula Created Uneven Outcomes
WA's mining boom drove up the state's ability to fund itself, meaning it received less GST, while the GST formula also meant WA was caught short when mining royalties fell after the global financial crisis.
This produced a sentiment among many Western Australians that the state was 'losing' its revenue, according to the commission's interim report, which found the reforms were designed to help each jurisdiction provide services to the same standard.
