The Islamic Republic of Pakistan has revised its Information Sharing Protocol (ISP) to reinforce safe, ethical, and effective data management across the humanitarian response, building on a framework first endorsed in 2023.
A Collective Framework for Data Exchange
The Information Sharing Protocol (ISP) establishes a common framework for information and data exchange, informed by a shared definition of sensitivity and conditions for disclosure. It has been developed through a collective exercise led by the Pakistan Information Management Working Group (IMWG) and Inter-Sector Coordination Group (ISCG) in accordance with the Inter-Agency Standing Committee (IASC) Operational Guidance on Data Responsibility.
This ISP serves as the primary document governing data and information sharing in the Pakistan response, designed to complement existing policies and guidelines without affecting or replacing obligations contained in applicable legal and regulatory frameworks, sector- and Area of Responsibility (AOR)-specific protocols, or organizational policies.
Legal Compliance and Collaborative Oversight
Organizations subject to national legislation should always follow relevant legislation in case it conflicts with this ISP. The protocol, including the data and information sensitivity classification, will be reviewed and updated as needed based on changes in the response context, through a collaborative process overseen by the Pakistan IMWG and ISCG and subject to review and endorsement by the HCT.
Participation of sector-level counterparts in response-wide mechanisms is key to consistent and harmonized decision-making at the response level. This includes monitoring and reporting on progress, challenges and opportunities for responsible data management.
From Endorsement to Revision: A Timeline of Governance
The ISP was originally endorsed by the Pakistan HCT on 22 September 2023 and subsequently revised by the IMWG in May 2026, reflecting an evolving commitment to data responsibility within the country's humanitarian landscape.
The revision process underscores the dynamic nature of the protocol, ensuring it remains aligned with the operational realities and legal obligations of all actors involved in Pakistan's humanitarian response.
