Past cases of ministers staying on

After Rohith Chakravarthi Vemula's death on January 17, 2016, ministers Smriti Irani and Bandaru Dattatreya faced resignation calls over hostel bans influenced by their letters. Both remained in cabinet; Irani moved to Textiles, Dattatreya later became governor. Ajay Mishra Teni also stayed until losing in 2024.
Rare resignation and contrast
The only resignation of a Modi minister in response to a public demand for accountability was seen in the immediate aftermath of the coronavirus pandemic. Health Minister Harsh Vardhan quit during the 2021 second wave as criticism of the government's response mounted.
