New Zealand's security intelligence service has disclosed that a Beijing-linked observatory sought to install satellite-tracking equipment in the country, flagging the incident in its annual threat assessment as evidence of an intensifying espionage environment.
Purple Mountain Observatory Targeted New Zealand Site
The New Zealand Security Intelligence Service (NZSIS) revealed that the Purple Mountain Observatory, an organisation with close ties to the Chinese government, attempted to install ground-based space infrastructure through a local company that was likely unaware the equipment could collect military intelligence. NZSIS Director-General Andrew Hampton said the threat environment is the most challenging of recent times, noting that malign behaviours seen over the past 12 months are even more threatening for a country like New Zealand given its size and location in the South Pacific.
The agency did not identify the New Zealand company or detail how the plans were disrupted. In the Purple Mountain case, NZSIS assessed that any data collected would have been passed to the Chinese government willingly, as Beijing's national security laws could compel Chinese individuals and organisations to comply with intelligence-service requests, including by handing over data, intellectual property or system access.
China Identified as Primary Espionage Threat at Scale
The Security Threat Environment 2026 assessment warned that China is the only country New Zealand has detected conducting espionage at scale, while cautioning that the finding should not prevent New Zealand organisations from trading or collaborating with Chinese entities. NZSIS urged an eyes wide open approach to overseas business and research ties, highlighting that foreign states are targeting New Zealand government agencies, companies, universities and researchers for non-public information, innovative technology and intellectual property.
Methods used by foreign states include cyber intrusions, recruitment of insiders, academic partnerships, front companies and commercial intermediaries. Geopolitical rivalry, competition over technology and supply chains, foreign interference targeting diaspora communities, and the use of artificial intelligence to spread polarising or deceptive content are compounding risks for the nation.
Both Beijing and Observatory Did Not Respond to Requests
The Chinese embassy in New Zealand has not responded to a request for comment, and the Purple Mountain Observatory did not respond to an emailed request for comment. The warning appeared in the NZSIS's Security Threat Environment 2026 assessment, released today, which underscored the growing sophistication of espionage activities targeting New Zealand's strategic position in the South Pacific.
New Zealand's membership in the Five Eyes security grouping, which includes the US, Britain, Canada and Australia, adds to the complexity of the threat landscape.
